However, it is not feasible for 10 instructors to shift to a single location. It has to be changed. Teachers don’t have to go very far to work, as I previously stated. Teachers can apply for the move themselves using a site that has been set up to transfer them as near to their homes as feasible. In response, the Department of Education will take appropriate measures.

Teacher Transfer Application Login

You will require a teacher unique id from the iOSMS site in order to access the Utshashree portal. Also needed are a PAN number and a working email address.

The following are the procedures necessary to log into the system:.

• PRIMARY OSMS Type for teachers in primary schools.

• The applicant chooses his or her school’s district and circle from a drop-down menu after choosing the OSMS Type.

• After that, he or she can input their exclusive “8 Digit” employee code.

• The applicant will then be able to provide his PAN number.

• For security purposes, the user must input the captcha code.

• He will receive an OTP on his registered email and mobile after all the info has been verified.

• The applicant can successfully log into the system for transfer after providing the system with the OTP.

• He may access the dashboard once he has properly logged in.

• Along with his or her information, such as the i-OSMS code, gender, school name, school category, district name, and circle name, he or she received a mutual transfer menu on the dashboard.

Submit Application for Transfer

Transfer Districts

Two types of transfer exist: Inter District and Intra District, respectively

The applicant may select one category. Both of these transfer kinds follow a very similar process.

Transfer across inter districts (Other District):

• Candidates should first obtain the guidelines for teacher transfers, study them carefully, and then adhere to them.

• After that, he or she might select an intra- or interdistrict transfer.

• In order to select more schools for interdistrict transfer, the applicant might add more rows.

• Before submitting the application, the instructor may edit and change his or her selection in this form.

• Should review PTR for every single school. Avoid the school with a poor PTR score.

• From a drop-down box, the applicant can choose a suitable justification (such as “MEDICAL REASON SELF,” “MEDICAL REASON OTHERS,” “OTHERS,” “PHYSICALLY HANDICAPPED,” “FEMALE TEACHER SERIOUS INCONVENIENCE,” or “TEACHER OF AGE 57 AND OVER AND WILLING FOR HOME DISTRICT POSTING”).

For instance, if the applicant selects “MEDICAL REASON SELF,” he or she must then choose the appropriate ailment from the drop-down box and provide the relevant supporting documentation.

• Applicants can choose the appropriate choice from the drop-down menu for whether or not they have ever received a transfer order for their current school or job.

• Applicants can choose the appropriate choice from the drop-down menu for whether they have ever had a departmental suspension, a disciplinary action taken against them, or financial irregularities. This application won’t be further processed if the answer is YES.

• Applicants can choose the appropriate choice from the drop-down menu for spouse’s place of employment.

With the help of supporting documentation, applicants can specify how far their permanent location is from their school.

• Applicants can choose the appropriate choice from the drop-down menu for whether or not he previously had a general departmental denial.

• The applicant must submit the required supporting documents in jpg or pdf format (size 200 KB max)

• Information about the applicant’s children and the “FEMALE TEACHER SERIOUS INCONVENIENCE” requirement exclusively for women.

• TEACHER OVER THE AGE OF 57 WHO IS WILLING TO BE POSTED IN THEIR HOME DISTRICT ONLY FOR THIS REASON.

• After properly filling out the application, applicants can make updates till it is finished.

• Data that has been successfully finalized cannot be modified any longer. Teachers have access to their whole form, including all data, attached files, and a special self-transfer proposal id.

• The system automatically sends SI and the candidate a confirmation email.

Intra District Transfers (within the district):

• Candidates may add up to three additional rows to select other schools within their district, but they are not permitted to select a school from within their circle.

• Should review PTR for every single school. Avoid the school with a poor PTR score.

• Before submitting the application, the instructor will check the applicant’s choice of district in this form. This form may be amended once or more times.

• The applicant can choose the appropriate justification from a drop-down menu (see Figures 15 and 16): “MEDICAL REASON SELF”,”MEDICAL REASON OTHERS”,”ANY OTHER JUSTIFICATION”,”PHYSICALLY HANDICAPPED”,”FEMALE TEACHER TRANSFER GROUND”,”TEACHER OF AGE 57 AND MORE AND WILLING FOR HOME DISTRICT POSTING”

For instance, if the applicant selects “MEDICAL REASON SELF,” he or she must then choose the appropriate ailment from the drop-down box and provide the relevant supporting documentation.

• Applicants can choose the appropriate choice from the drop-down menu for whether or not they have ever received a transfer order for their current school or job.

• Applicants can choose the appropriate response from the drop-down menu for whether or not they are currently under departmental suspension or have a judicial case ongoing against them. This application won’t be further processed if the answer is YES.

• Applicants can choose the appropriate choice from the drop-down menu for spouse’s place of employment.

• With the help of supporting documentation, applicants can specify how far their permanent address is from their school.

• The applicant must submit the required supporting documents in jpg or pdf format (size 200 KB max).

• Applicants can choose the appropriate choice from the drop-down menu for whether or not he previously had a general departmental denial.

System of marks for general transfers online.

Markings for Transfer.

Half of the marks given for the year will be granted for any fraction of six months.

3The incumbent's current place of employment is far from the spouse's place of employment. (i) from 50 to 100 kilometres: 1 marks.
(ii) From 200 kilometres and over: 2 marks.

(iv) Over 500 kilometres: 5 marks ".
4Distance from present Posting.For the purpose of granting 1 (one) mark for every 50 kilometres of distance, the distance in kilometres between the place of residence and the location of posting listed in the Service Book shall be taken into consideration.
NB:-
1. Any modification to the Service Book in this respect must be accompanied by one of the following papers in the applicant's or applicant's spouse's name.

2. The CSSC's computed distance is definitive; no requests for further calculations will be considered.
5Age of the applicant(i) Upto 40 years: 1 mark
(ii) 41 years to 50 years: 2 marks
(iii) 51 years and above : 3 marks

Online General Transfer with Medical Justification:

“Any teacher or non-teaching staff member, his or her son, daughter, or spouse suffering from malignant diseases, heart diseases, renal failure, thalassemia, replacement of organs, serious gynaecological disorders, physically disabled by 60% or more, or to assist in proper treatment of self, his or her son, daughter, or spouse.”

Please adhere to the guidelines below while submitting an application online using the Utsashree portal.

1. Using your registered cellphone number, email address, etc., you must first register or log in to the site.

2. Please use caution while entering information or attaching supporting materials to the site.

(Using any fake or fraudulent information to obtain a transfer will result in legal action.)

3. You may submit an application for transfer to three of your preferred institutions if you meet the requirements listed below:.

I The applicant’s employment status must be verified.

(ii) A transfer application cannot be started until five years have passed from the completion of good service in the specific school and specific post.

(iii) If the applicant plans to transfer to a school within the same circle, no transfer application will be considered.

(iv) The applicant transfer shall not be started or considered after reaching the age of 59.

(v) The applicant will be qualified to start a new transfer application once five years have passed since the completion of the previous transfer.

(vi) The applicant will not be permitted to submit a transfer application until seven years have passed after the refusal to comply with the transfer order.

(vii) The transfer application will not be processed if the applicant is suspended or if a disciplinary action or legal action is being considered against the applicant.

Exceptions

The following circumstances are an exception:.

The applicant seeking transfer on the grounds listed in (a) through (d) below is not subject to the restrictions of I (ii), (iii), (v), and (vi) above.

In other words, no transfer application, for whatever reason, will be considered if you are suspended, a disciplinary action is being taken against you, or a legal action is being considered against you, and you have less than a year of service left.

4. You may request a transfer on the following justifications:

(a) Any applicant or his/her son/daughter/spouse who has a significant gynaecological ailment that would make attending the school difficult, such as cancer, heart disease, renal failure, thalassemia, or replacement of an organ.

(b) PH certification from a reliable source (40 percent and above).

(c) Female instructors who have difficulty getting to work because of a divorce or husband’s passing.

(d) A teacher willing to work in their local district who is 57 years old or older.

(e) Additional factors

5. If you want to exercise your choice for three schools, you might want to examine the PTR of the school where you want to move since transfers must be done in open positions (which are not reported for selection). This information is available in the portal.

6. You can revise applications up until they are approved. It will be locked at your end after submission.

7. Other important points:

I. The supporting papers that must be supplied when submitting the application must be submitted with your application and the justifications stated therein.

II. The concerned CMOH office must review your application on medical grounds.

III. Applicants with issues as described in paragraph 4(a) through (d) above will be given preference for transfer.

IV. You must understand that the progress of the pupils is largely a result of your wonderful contribution to the school. The authorities will thus take into consideration your request with regard to PTR of school in order to protect the institution’s interests. However, as previously stated, the practise of taking the PTR of the current school into consideration while examining such applications may be dispensed with due to the nature of the issue a teacher is experiencing as described in 7(III), i.e., the reasons at 4(a) to (d) above.

V. If multiple applications are received for a single position, meritorious consideration on the calculation of points shall be done in accordance with the chart provided in the transfer rules for other grounds transfer (as mentioned in 4(e)i.e. seeking transfer other than grounds mentioned in 4(a) to (d)).
