IREPS Login Instructions:
1. Go to https://www.ireps.gov.in/, which is the official website of the IEPS.

Registration Request Submission for IREPS Login:

How Do You Sign Up For The Indian Railways’ E-Procurement System?
Vendors must access the “New Vendors” link on the Home page and fill out the login registration form to get a User ID and password for future usage and direct participation in IREPS E-tenders.
NREPS E-Procurement Vendor Users can register with IREPS by clicking on the “NREPS Users Click Here” link after clicking on the “New Vendors” page.

IREPS Process Period
In most cases, responding to an E-Procurement vendor’s online registration request in IREPS takes three clear working days. In order to receive a timely answer, vendors must present proper information such as the firm’s name, the user’s name, and other details as specified in the Digital Signature Certificate (with sufficient validity and Class III).
They should also make sure they aren’t already registered with IREPS.
The system generates a password (which must be changed after the first login) and sends it to the e-mail address supplied during the registration process; this e-mail ID also serves as the User ID. If a registration request is denied, the user will get an email with the reasons for the denial.
Connect to ireps.gov.in, select “Login,” input your registered email address as the user ID, and the password you received in your email as the password. The system will ask you to update your password right away. Change your password according to the “Password Policy” section of the same page.

1. WHAT ARE THE REQUIREMENTS FOR BIDDER REGISTRATION WITH THE IREPS APPLICATION?
Any bidder interested in participating in the E-Auction for Indian Railways must first register with the IREPS website. Bidders must have a valid Class III Digital Signature Certificate in order to register.

There is no pre-determined closing time for lots in an open ended auction, however there is a Cool Off period. If no bids are received within the cooling off time after a lot is opened for bidding, it will be closed when the cooling off period has expired. As a result, anytime a bid is received, the lot closing time is automatically extended by the cooling down period from the moment the bid was received. If further bids are received during this time, the lot closing time will be automatically extended again, and so forth. However, no lots shut after 7:30 p.m., and such lots are automatically extended till the next morning.
20. CAN I SEE THE IDENTITY OF THE OTHER BIDDERS IN THE AUCTION? DOES THE RAILWAY OFFICIAL KNOW WHO IS PARTICIPATING IN THE E-AUCTIONS?

23. WHAT IS A LIEN MARKED FACILITY, EXACTLY?
The lien function allows a bidder to link his SBI Bank account to IREPS and then use IREPS to mark a lien for the desired amount that is available in his SBI account. Once a lien for a certain amount is registered with the IREPS system, the user will be unable to withdraw or use that money from his SBI account. This amount will be utilized strictly for bidding; however, the bidder can release/modify the amount of lien at a later stage, subject to the availability of the same being verified by the bidder.

24. HOW MUCH MONEY DO I NEED TO KEEP IN MY EBAY ACCOUNT? WHICH PAYMENT MODE FOR STANDING EMD SHOULD BE USED?
Bidders should set aside around 10% of the projected value of the lots they intend to bid on. The bidder is encouraged to pick the lien option since the money will stay in his account and no return will be requested. After a lot has been awarded to him by the related auction conducting officer, a sum from his account will be transferred from the amount on which a lien has been placed.

27. HOW DO YOU VIEW/UPDATE BANK DETAILS?

28. WHAT ARE THE REQUIRED LOTS FOR CPCB?
Some lots may include hazardous/radioactive materials, and the acquiring firm must get a certificate from the CPCB before purchasing these lots. From the bidder’s perspective, those lots will be marked as CPCB (Central Pollution Control Board) certificate required, and before bidding on those lots, the bidder must fill out the validity and other details of the certificate, as well as upload a scanned copy of the CPCB certificate in PDF format.
29. What role does a digital signature certificate play?
The digital signature certificate aids in document/information integrity, authenticity, and non-repudiation of the individual submitting the document/information on the website.
